1. Delete the active download folder or rename it
1.1 Delete the folder
1. Head to File Explorer and navigate to the following location:
C:\Program Files\Steam\Steamapps\Downloading
2. Every game on Steam is assigned a unique number. Inside the downloading folder, open the first folder with a number. Check to see if it’s a part of the problematic game.
3. Remove the folder from your computer.
4. If Steam is still operating, close it. Restart Steam and try again to install the game.
